The new (2005!!!) Act has been promulgated (published in the GG) but has not yet been put into force. So... for almost 20 years the wishes of the people (as endorsed and expressed by Parliament) have been ignored by SAPS (the Chief Director of Explosives is a SAPS entity)... almost as bad as the FCA of 2000 which took four years to partially put into force (we're still waiting for the electronic connectivity), and the 5 year validity period of dealers licences which SAPS insists must be renewed annually!
SAPS really is an anti-democratic, obstructive and corrupt hinderance. They deserve to be disbanded.
