    It's like overloading a truck until the chassis snaps like a twig, and then deciding that the only logical course of action is to load it some more until the wheels snap off too: the truck isn't going anywhere, and hasn't actually done any work since it was loaded the first time, but it doesn't make any sense to just quit a bad idea does it?

    Well they have already flogged a dead horse
    Canada could not get the Control Act that they chose to implement here working, even with 1st world skills and compliance it worked out too expensive and cumbersome to implement

    There is one major flaw in all of your arguments – you’re being logeeekal.

    This is going to be fixed the South African way – keep on pouring funds down this black hole until there is nothing left, then create a new system that’s even more flawed until it becomes a black hole, lather, rinse, repeat.
