Shoot both, then decide.
Gen 4 has a double recoil spring, so theoretically the felt recoil and muzzle flip is less - this is open to personal preference though.
The Gen 4's also come with interchangeable backstraps, to allow you to better "size" the grip for your hand.
There are far more extra's available for the Gen 3's... although it will improve for the Gen 4's over time.

If you have a Gen 2 or 3 now, get another Gen3. elsewise some parts will not interchange should you ever...heaven forbid...have to take two guns that are not working and make one that does.

If you are the guy I'm thinking of (might be wrong - I have let a few prospective shooters test out the G17), you have already shot my G17 Gen 3. You should be able to test out a Gen 4 \ Gen 3 G17 at Paradys in BFN on a club shoot day.
