License Application stuck at DFO?
Hi all fellow gun owners
My license application has been with the Somerset West DFO for 7 weeks now.
Furthermore, the application was captured onto the system only 1 week ago - it was 'sitting on the pile' for 6 weeks prior.
I had to contact the station commander to investigate why the application hadn't been captured - he got it captured the very next day.
I like getting things done - So what would you suggest I do next? Should I call the station commander again?

It's just luck whether you get a good DFO or not depending on where you live. I happen to have a good one.

There is a truck that transports the apps up to Pretoria once per month, so that delay is not reasonable at all. Hopefully somebody who has dealt with that DFO can offer some advice.

Highly frustrating because those friends who applied at the same police station just before I did had much better luck, and no problems :jd:

Somerset West DFO is a basic shit storm in regards to applications.
I have had applications that I have handed in on a Monday go through to provincial on the Friday.
My brother who had handed in a application two days later had to wait a month and and a half for his application to be captured.
Recently the CFR system changed which allows dealers to dealer stock firearms online/via email, before that the dealers had to hand in the SAPS534 at the DFO. A mistake on the DFO part led to one of my applications being delayed nearly 7 months since the firearm was transferred to a unknown dealer.
Even before covid they worked on an appointment system with a 3-5 week waiting period. Recently, a further competency that was handed in June only recently was sent to provincial and 2 applications that was made in August hasn't been captured yet.

I'm not putting down names, but I've noticed that everyone at the firearms department has left for home by 1pm? Yet they tell you that there is a "huge back log"? With regards to my competency, they lost the statement of results and sent an incomplete application to CFR, only to be refused and further appealed - wasting months of my time?
Kry hulle nie skaam nie? Or do they simply not give a f**k?
How do they get away with having the apps sit with them for months before making it to provincial?
I just hope my app leaves that police station as soon as possible - then things can progress normally from there.
Colonel LJ Fleishmann was very helpful though.
Is it possible for me to submit my second application with a different police station (like Grabouw) or is that not allowed?

You are echoing my experience. Further competency at the start of the year took more than a mo ths to get logged on the system. New rifle in June took 2 months to get captured, and a further 2 months to get sent to Provincial. They used to be really on the ball (my last apps before now was in 2014...) I'm shocked at how slow things are going.

My friend is having similar frustrations with the Fishhoek DFO. She dropped off her s13 application on 10 September and he still hasn't captured it. She asked him why and he just brushes her off. Makes me be@#$&!!

I've been waiting close to four months since I started.
Here's my timeline.
20 July handed in at Strand Police station application for second firearm - Occational sport shooting.
29 July - "receives attention at DFO" sms
Waiting patiently.
Getting desperate.

So it seems it took almost three months for the papers to get to CFR.
Initially they said it would take four months. (And my first licence was indeed just over four months time)

License app: 9th Sept 2020
Further competency: 9th sept 2020
License app: Payment has been received on EFRS for the application. 10/12/2020
Further competency: No record of being captured. no sms either.
DFO Feedback - We not processing competencies now we busy with amnesty applications.

License app- still laying there since 9 Sept and I am in JHB
Further comp - all of a sudden in with province.

I think the worst part is over for you - at least your app is now with the CFR. The time wasted between handing in the app at the DFO and arrival at CFR is a killer.
Why can't we have a system where everyone has a 'profile / account' with a national SAPS firearms website? Your account is then linked to your ID and address (home affairs) and all other personal info about you. A registered training provider can then update your proficiency status on the website, instead of a physical certificate. For competency or licensing, you fill out a form on the website which forces you to upload PDF's of your supporting documents (testimonials, proof of activities, motivation). Memberships with clubs, registration / ownership details of a firearm, your dedicated status with NHSA - are all updated on your SAPS website account by the respective club, organization or dealer. Once your online license application is approved - it appears on your account and on the SAPS website (which dealers are allowed to see). And then you're done and can go pick up your gun. This would cut the current waiting time down by 2/3 if not more. There would be no need for physical paperwork.
Why do we have physical license cards?
Okay, I know what the answer is haha (communism, disarm the population etc). But even as inefficient as they are right now: I'm sure the licensing process would be very much improved if they made use of computers and the internet.
It should be argued that all this physical paperwork and social contact with police staff can spread the coronahoax - and therefore the system must be transformed (they love this word) into an online system. Otherwise millions more will die in the 100% legitimate pandemic :l:

I handed in 4 apps at the station nearest my house, still with them after 2 months and they say it may take another month for them to finalize and send to provincial, I then handed another app in at the station nearest my work, captured same day and received at cfr 2 weeks later.

My application sat at "RECEIVED AT LICENSING SECTION" for 60 days. It took me paying GOSA to start enquiring that got my application moving.
Some have sat at that spot for over 4 months.
2 days ago my app moved to "IN PREPARATION FOR CONSIDERATION".
Its a long wait, emailing CFR is useless because the mails go unanswered or ignored. Occasionally someone might read it and forward it to someone else but then that someone else ignores it.

1 week after GOSA got involved my license was approved. So it did help mine

Would definitely recommend joining them not just for the CFR inquiries.

So approximately how long does it take for you to receive the first SMS that your application is receiving attention at the DFO?
Submitted application for Glock 17 (I have competency) on the 18th November (this year :p) and haven't heard anything. The usual DFO that I know wasn't there and he is usually on the ball so dealt with someone else, hope she's not a slacker, or am I just being impatient.

Son of a bitch :jd: I don't remember exact details but my first applications went through pretty quick (days, not weeks) around 2012/2013, so I guess I have to get used to the new normal with all that has happened.

I am waiting on three applications (submitted between Aug and Nov), two of which i have never received and SMS for. I have been tracking them on the website: (https://www.saps.gov.za/services/fir...us_enquiry.php) and they are moving (slowly). Use your id number and the serial number to do a search.

I waited now 125 Working days 174 Calendar days and got approved last Wednesday.
I did not even receive SMS of approval. Merely saw it on APP.
I phoned in to confirm and its approved.
So belief SMS goes out when they have DATA

Thanks, yeah haven't used the website but have entered the info into ShadowedR's app and still nothing. Just waiting for that first sms or confirmation, so that I know things are actually moving :)

So never received the SMS from DFO, but the app says my application has been sent to Provincial DFO. SO that was 14 calendar days. I can live with that considering all that is going on. Thanks again for the app Shadow!

I submitted my renewal for a S13 licence, my only firearm, and renewal of competency in September 2020. This was more than 90 days before my licence expires. My licence is still stuck at “PAYMENT RECEIVED”. Today I went to my DFO to enquire the status of my application and was advised that they must wait for my competency renewal to be finalised before they can send my licence renewal application to the provincial DFO. At least I received my competency reference and it shows “The application was received at CFR and in process”. I am only on business day 50 odd and was advised it can take up to 120 business days for the competency approval.
Now this is in contradiction to my understanding how relicensing works and my application should’ve been sent already. I must wait well into the first quarter of 2021 to get feedback on my competency before my licence is sent in for renewal? This while my licence expires end of this month. Wont this cause issues in that they will only send my licence renewal application to central after my licence expires?

Nope. Current license stays valid until the renewal is finalized.
