My information is that Sections 21 permits for local gun owners are not being approved and have not been approved for several months (more than 12 months).
The last one we saw was a while back and the only one I am aware of that was approved in the last year and this one was refused by CFR and approved on appeal by the appeals board and with very good motivation of international shooting event participation.

I have done 2 of them, both approved.
But have heard the same info that Locals are being denied. CFR wants you to wait...A roaring Lion kills no game
