The system actually works very well, if you are a criminal.
For the law abiding it's a burden and for bureaucrats a logistical dream or drain depending on how much they enjoy the financial and logistical implications.
An added bonus is the creation of a thriving network for corruption dealing in illicit arms and ammunition transferred from the law abiding to the criminally inclined.
