If you want to hang your hat on anyone can cook this up in the kitchen, think again. It is not that easy. Sure, there are some compounds that are easy to make, but at best they make noise and take out eyes.
For the usefull stuff, the ingredients you need is higly regulated. It takes know-how, skill and specialised equipment. Your average ATM bomber can't do that. That is why they prefer to steal readymade stuff. Making it more difficult to procure will do wonders to reduce the use. At present mining companies only do the bare minimum they can get away with to secure their stock. It is due to their inaction that these regulations are needed.
As much as I detest the aims of the OSF, the ISS does do normal things good for society as a a whole. And, yes I am well aware that ISS and GFSA get their funding from OFS.

Sure the fun stuff like RDX and PETN are a bit trickier to make compared to something like nitrocellulose (which even a child could make), but not prohibitively expensive or too difficult. You could even make crude but effective explosives from parts you can get at your local hardware store and Midas. It would be a better use of time, money and effort infiltrating and stopping criminals before they blow **** up than more useless regulations.
