    I tried with brake on and off.

    Im using a sand bag dead rest.

    The stock fits me just fine and it comes with an adjustable cheek piece.

    The trigger feels good and i haven't made any adjustments to it.

    By process of illimination, seems that most of the obvious reasons for poor grouping are taken care of.

    Leaves ammo or mechanical problem with action/barrel.

    I would clean the barrel of all carbon and copper fouling, then try a different brand of ammo and see if it changes. If you still have issues, I would take it to a gunsmith to investigate chamber and crown.

    Not sure what size your scope is, but check if the parallax is not stuck, I have seen it happen.

    The scope used is a leupold vx3L 4.5-14x40, i put my Vortex Viper PST Gen2 on the rifle to test and same thing.

    When rested on the sandbag again, try sliding a banknote around the barrel up to the action. From photos of the rifle seen online, the barrel/stock clearance looks very tight.

    Also, most similar problems Mr Google find is usually due to the flexible synthetic stock or a bum scope. Ammunition is a distant third

    Just to reiterate holdingthezero's suggestion, but do check the action screws. (That was the simple problem on a new mauser.)

    I tested the barrel clearance with a note and it moves freely.
    The action screws were torqued properly I triple checked them before my 2nd trip to the range.

    I've seen a way out of true chamber on a brand new Remington 700. Do a chamber cast with sulfur if you can.
