Well the other option could be that those insurgents in Cabo Delgado are willing to pay top infidel dollar for some ammo although the calibers don't make sense

Johan Coertze who imported the ammunition, confirmed that the amount stolen is actually 1.5 million rounds. That is around 20 tons stacked high on top of other containers. This is beyond peculiar.
