Rather unlikely. The container could have been confiscated, or simply stolen silently over night.

Remember that the container was stored in the wrong place which made the theft much easier.

I would rather accept the theory that the riots were part of a test run, or instigated for some reason and that made the container's theft much easier.

^ This. I also don't think the real baddies in the KZN ANC are in any way short of access to ammunition. They control the police, metro police and almost certainly much of the army too. Even if that doesn't give them enough guns and ammo there's the mountains of materiel that were stashed away up until the '94 elections. Most of that has never been traced officially.

This would indicate that the ammunition was stolen by someone wih criminal connections.

Whether the criminal connections are tied to, or part of, political connections? It is SA and therefore one should probably expect it.
