I know you want them white so my reply doesn't really answer your question, but I've found that black shoe polish does a really good job of finishing & preserving horns. Seems to moisturise them slightly which helps with the preservation. When I first mount them I give them 4 or 5 coats applied with a toothbrush over a couple of days and thereafter every year or so I just give them a quick once-over with more shoe polish.
If I wanted them white or some other colour, my first try would be Hammerite, as already suggested.
