Looks like the pushing more responsibility away from them to applicant.

Dear Member
Natshoot Office received a new Directive from the CFR
The Directive aims to address the current delays in processing of Firearm Licence Applications
We have attempted to Summarise the content as follows:
Applications not captured at Station Level (Including New and Renewals)
Applicants are responsible for ensuring that the DFO has captured their applications (This is a contentious issue at the least - In our opinion NO member of society should be responsible for the STATE to do their jobs).
Non Confirmation (Reference Number via SMS) - Process
Request the DFO in person to capture the application
DFO unwilling or unable to assist - request a meeting with the Station Commander
No Station Level Assistance - Report this to the District Commissioner - if unsuccessful, report to the Provincial Commissioner
If at this stage the process still fails - send an email to NonCap.Applications@saps.gov.za
Important is - that applicants have to provide proof that they have followed the aforementioned process before taking this step
Omissions and / or Errors identified at Station Level
Applicants are ultimately responsible to ensure the information provided is accurate and complete - this is self explanatory (no relation to the fact that SAPS are behind in their own paperwork)
Ballistic Reports (Amnesty Applications)
The Report keeps on repeating itself - we all know that firearms handed in under the amnesty, needs to be ballistically tested. We all know this might take years. Whether this is correct or accurate remains a theoretical argument.
Printing of Firearm Licence Cards
CFR does not want to accede the fact that there is a delay in the printing of Licences - hence the fact that they have included this in the directive - the fact that they have changed the receiver of the licences, makes absolutely no difference in the timeously procurement of the physical card.
Other Issues
Gunsmiths and Change of address - apparently a major contributor to why there are such a delay...
We are publishing this Directive because we feel that you as Member need to have this information.
We do however feel that this is a feeble attempt by the CFR to distance themselves from their Legal Responsibility

Problem is. On the 271 one of the last pages. The DFO has to recommend you to cfr.
Even if he does a k@k job as DFO. And you have to speak to his Station Commander or Provincial head.
The moment they jump on him. What do you think he will write under his motivation of you to get the license.
And if he says No there. There is no way in heck CFR is approving it.
You will then have to appeal and hopefully will then get.
So CFR is very clever here. Moving the bad service of some DFO's now onto applicants responsibility. Knowing full well that DFO has this recommendation part to do on it. Making you get that license very unlikely.

That directive is parallel universe stuff. FFS its all but admitting that the system is FUBAR. Surely to goodness at some stage legal action can be taken to resolve this BS?

I went to get my further competency printout yesterday and spoke to my DFO about the directive and she said that they have not received any communication regarding the directive.
