I don't shoot rifle from the bench on my own for this reason. When I did, I would take the bolt with me when dealing targets. There are ranges I can think of where people could be hiding within 20m of the line and could be deep into the veld with your rifle/s and ammo before you knew or could do anything about it.

I agree with that, in the instance of you needing to use the firearm for a lawful purpose the chances of the KZN Act coming up are nil. However there is nothing in the FCA that gives us a right to carry, it simply regulates the conditions we may carry under. So the KZN Act isn't going against anything in the FCA. It could be argued that by depriving you of your firearm your constitutional right to life and security is infringed (which is kinda the whole constitutional argument against removing section 13).
I'm very glad to hear they aren't enforcing it. I only found out about this piece of legislation last night and it just doesn't sit well with me.
