I am not expert, but i think you need to add/insert the following as:
Point 4 -
4. Purpose and use of the firearm:
4.1 The XXXXXX pistol this application refers to will be used for Occasional Sport Shooting in terms of Section 15 of the Firearms Control Act (Act 60 of 2000)
4.2 Copy and paste act here
Point 6-
6. DECLARATION
6.1 I declare that:
- I am a member of a Hunting/Sporting Association
- I have DEDEICATED Sport-Person and Hunter Status.
- I have no criminal record as per section 9 of the FCA 60/2000
- I have never been convicted of any offence.
- There are no cases pending against me.
- I have never been declared unfit to poses a firearm.
- I believe I am a fit and stable individual to own a firearm.
- I do not depend on any substances, which has a narcotic or intoxicating effect.
- I have not been convicted of any offence inside or outside S.A borders.
- I have successfully completed the prescribed test on the act.
- I have successfully completed the prescribed training and practical test on the safe and efficient handling of a firearm as required by section 9(q) of the act.
- I have the correct save keeping facilities available as per regulation 86 of the Act.
- I am a law-abiding citizen.
6.2 I will comply with the Firearms Control Act (No 60 of 2000) and all that is said in this motivation is true and correct and I consider this document binding to me.
This is what i think is missing, i am sure the other members here will give you additional pointers for a successful application

Why make all these declarations if you already did exactly that in the application?

While not strictly necessary, I have have futher sections with:
- Safe handling of firearms
- Other firearms that I own. Attached the license cards
- Brief overview why my other firearms is not suitable.
In my declaration I have also added:
- My family has no objections of myself owning firearms.
- DSS additional requirements
Additional support documents that I add include:
- 2x SAPS 91a forms
- SAPS safe form
- Photos of the firearm if you mention specific details about the firearm.
Sometime that I have noticed is that you have used multiple fonts and font sizes

Hey Pal. I notice that some guys walk in to DFO office with a lever-arch file full of docs. When questioned if all that is necessary because I just hand in the form and 1/2 page motivation, the DFO remarked to me that all those docs are a waste of time, but people insist in providing them too much info. I hand in the SAP271, ID, 2xphotos and photo of empty open safe, and a 1/2 page motivation that addresses specifically the reason why I want THIS gun. On page 8 of SAP271 there's a few lines for motivation, simply write "refer to attached" and your motivation will do. From my experience and those of friends, your points 3, 4.1, 4.2, 4.3 are all that is needed. Everything else is on the SAP271 and on their system.

Initially my first few section 16 applications nearly went up to 100 pages. Recently I managed to get it down to 50 or so
When I buy a gun, I take my own single sided 271 to the dealer with both our information and only the firearm details, the 350 section and a signature is added to page 4.
I sign the SAPS safe form, page 6 of the 271 and the two SAPS 91 forms in front of the DFO and basically he takes my fingerprint and I go pay.
My motivation itself is only a few pages, 6 if I remember correctly. Add 12+2 pages for the 271 and 350 , training and competency in my case adds another 8 pages. NHSA adds another 5 pages without the activity report. Safe form and photos another 4. ID's, proof of address and SAPS 91 another 5.
Looking at the SAPS possible refusal reasons and the gunsite refused thread, I just made sure to close all the holes they might find.
Apparently most of the work is done by the DFO anyway so I asked him for his input as well.
His input basically came down to if you wrote it in the motivation, you need to back it up IE I am a member of this club then you do need to prove it somehow.
His input came to:
- Single sided pages works a lot better
- No staples, binder rings and pages other than A4(news paper clipping for section 13)
- Leave out the unnecessary stuff IE maps to the shooting club, 20+ photos of your previous hunts.
- Make sure everything is readable(bad hand writing, too small font, pages out of order)
The long and short of it, they don't care about the length of the application as long it's not a ream of nonsense.
