    150 billion well then its simple, get the French/russians/US to build 2 nuclear power stations and run them for 5 years then hand them over. Oh but wait this must be a no BEE, no local supplier requirement contract ie no chance for sticky fingers HAHAHAHAHA FAT CHANCE the parasites will always legislate in a way to bleed the project dry
