Why do SOME dealers do this?
"... Rifle licenses can only be used for rifle powders and vice versa for pistol powders etc ..." - as seen in a recent advert on telegram.
Is it store policy due to propellant shortages or has the law changed?
As far as I'm aware the law doesn't specify which type of propellant can be used in a specific firearm type. Nor does it state one may only purchase firearm-type specific propellant if one possess a licence for that type of firearm, rather that one must merely have a licenced firearm.
Reminds me of dealers that will only sell you more than 200 rounds if you have a S16 licence.
Please feel free to correct me if I've misunderstood the law.

Well shit.
I was using S265 (slowest handgun powder available) when reloading for my rifle (7.62x39)
I also know a lot of guys who used to use MS / MP200 as a reduced load (with filler) in the 303brit.
I suggest you go and support another dealer who does not have their own interpretation of the FCA and try to play policeman to the firearm community, which they are not.

The problem one local gun shop was explaining to me is this. They had to explain to the explosives inspector, why shooters were buying handgun powder on a rifle license card and why were they selling gun powder on a card for a .22.
I think SAPS have clamped down quiet a bit. Perhaps that is the reason.

There is no reason. There is nothing in the Act or the regs that stipulates or differentiates between flavours of nitro cellulose. The inspector of explosives NEVER inspects, and would not ask an asinine question. Dealers that claim this are talking shit.

Ive loaded .223 with 5 grain S121 to make sub sonic loads couple years back.

I've never bothered to match the license I present to the nominal use of the powder and have never had an issue. So it's definitely not a universal problem.

No it's not universal.
Down here it depends on the DFO under which that particular shop falls. Some seem to dream stuff up, the staff then take it as regulations that need to be enforced for fear of being on the wrong side of said DFO.
From there it just snowballs into ridiculous rules.

Have the same issue with some of our GS here.
I think it’s to do with the powder shortages and it’s a simple way of rationing the customers.

Not a DFO issue, but an explosives issue. Different police department.
Your licence card is only a permit to transport 500g from the gunshop to your house. As per explosives regulations.
