The U with broad arrow head means it was in Union of SA service at some point.

Yes that's the answer and they will be rusted thread with bad wood around the hole. Cut the old pad off to expose screws and buy new pad - good one.
They usually the old soft metal sharp angle flat driver with a tapered head. In short THE old wood screw for everything from 1930 to 1980 kind of thing.
