Scoping and Profiling Session of the Firearm Skills Programme
    https://www.sasseta.org.za/wp-conten..._10_3009-1.pdf

On 7 - 8 August 2024, SASSETA ETQA department hosted a workshop at the Midrand Conference Centre, focusing on the development of the Occupational Firearms Skills Programme. Led by Ms. Juwayria Amod, the Executive Manager: Learning Programmes and facilitated by Ms. Evelyn Salisbury-Stegmann the Subject Matter Experts (SME) from the Quality Council for Trades & Occupations (QCTO), the event brought together stakeholders, including firearm training providers and Subject Matter Experts to engage in scoping and profiling sessions.
The two-day workshop was designed to ensure that the occupational qualifications for firearms training are aligned with the needs of the labour market and contribute to meaningful employment opportunities. The scoping session focused on identifying the essential skills, knowledge, and competencies required for effective firearms training. This process was crucial for ensuring that the qualifications developed are fit for purpose and responsive to industry needs. The profiling session aimed to detail the tasks, responsibilities, and competencies associated with firearms occupations.
By examining these elements, the workshop aimed to create a thorough understanding of the practical requirements and tasks involved, facilitating the development of relevant Skills Programme. For SASSETA, the workshop provided significant benefits. It offered an opportunity to gather insights from industry experts, ensuring that the occupational qualifications developed meet current and future industry demands. By engaging with SMEs and practitioners, SASSETA was able to refine the scope and profile of the firearms skills programme, enhancing its relevance and effectiveness. The collaborative approach taken during the workshop has advanced SASSETA’s mission to support and improve sector-specific training and development. By engaging with industry experts and practitioners, SASSETA has ensured that the occupational qualifications for firearms training are aligned with labour market needs, contributing to meaningful employment opportunities.n
GOSA attended as did PFTC and ITA and various others.

I was invited to leave soon after commencement because I wouldn't stop asking where the established need was, and how they could possibly justify this parallel development path since PFTC's programme was already established and functioning well.

PFTC left soon after as did a number of the other role players.

"Dear Stakeholders, Members and Training Providers

RE: SAQA – EXTENSION QUALIFICATION 50480

Please click on the link below to view the currentdocument on the SAQA website:https://qspe.saqa.org.za/viewQualification.php?id=50480

You will notice that the last date of registration has changed from 30 June 2024to 30 June 2026 and the last date of achievement has changed from 30 June2027 to 30 June 2029.

RE: LEGAL PROCEEDINGS: QCTO and SASSETA

The PFTC launched a second urgent court application to interdict various staterole players such as the QCTO and SASSETA from developing a skills programmeto replace Qualification 50480.The PFTC raised concerns that the state role players do not have a legal mandateto Quality Assure Firearm Training which was delegated to the PFTC by the QCTOin 2012.

At the proceedings yesterday, the Judge ruled that the application was noturgent and struck the matter from the roll, with a mild cost order. The Judgefurther indicated that although the matter was not urgent, the opposing partiesmay be in contempt of the court order issued on 11 July 2024.

The Judge hadfurther concerns with both the rationale for the skills programme and the mannerin which the state roll players had gone about trying to develop the skillsprogramme with no apparent need for it and in the absence of a satisfactoryexplanation why it was needed.

The Judge confirmed that we have a validargument, and we will now continue with our case following the normal courtprocedure.
The PFTC are still authorised to maintain the status quo and continue with itsfunctions in respect of Qualification 50480.

We would like to thank you for your ongoing support and will keep you up to datewith further developments."
