Johannesburg - South Africa has the highest percentage of citizens in prisons in the world, the SABC reported on Tuesday.

"We have the highest incarceration rate in Africa and in the world with about 3.5 out of 1 000 citizens being in our correctional centres," director of the Judicial Inspectorate of Prisons, Morris Coetzee, told parliament on Wednesday.

He said there was a marked improvement in the reduction of overcrowding in prisons.
Overcrowding, he said, had been reduced from 170% to 139% of prison capacity.

"Now that's significant especially if you consider that world-wide correctional centres are suffering from overcrowding at an increasing number.

"We have reformed from international trends in that regard," he said.

The frightning side of this is that we know our Police is not operating efficiently and that there are many more walking around that should be in prison. If all were working correctly and those that should be in jail, were in jail...the figure of 3.5 might be higher.

But I do not think that this is a concern for JZ as "we" want to be the "best" in everything in the world and no we are the "best" in the world on this point!!!

If you consider that SA only has a 7% conviction rate for serious offences then it puts a whole new slant on this.

Since we have one of the highest civil to criminal ratios it doesn't surprise me at all. I always thought that the US had more prisoners though but a little googeling shows that they simply paroled a huge number of minor drug offenders (mostly young guys caught with a bit of dagga) and come in currently at 3.5%
