Default Barrel blank classified as a firearm barrel?

Is an unchambered barrel blank classified as a barrel that must be licensed according to the FCA? I was quite surprised when my local gunsmith handed back the 4" piece of .30"calibre barrel that he had just lopped off my rifle. He assured me that it was no longer classified as a barrel. So does this mean we can buy barrel blanks (of 4" for argument's sake) for a future project and only licence it once it is chambered for a specific cartridge?

I'm just thinking out loud on this one.

Is a blank a solid piece of metal if no rifeling / grooves / lands.
If so, then how is it different from a black powder barrrel ?
( I'm only talking about the appearance to the naked eye)
You don't need a licence for a black powder barrel.

Maybe it will only be classed as a barrel again when a new chamber has been cut in it to accept a cartridge? ???

As far as my knowledge goes you may not reduce the lenght of a barrel without the CFR being correctly notified and proof supplied to them afterward on the destruction of the cut of barrel.

I think the Gunsmith has it wrong and you are sitting with a illegal barrel.

Yes a Black Powder barrel does not need a license and to the 'untrained' eye there may indeed be confusion but there is a difference.

If u do have to license it, what do u write as the calibre?
    30BR, 30 carbine, 300 Savage, 30-30, 307Win, 308 Win, 30-06, 300 Win Mag, 300H&H.etc
Quite a crowd of 30s it could become

    Good question.....

I think in reality the private joe would not be able to license that blank piece of barrel in the absense of a chamber and only a gunsmith / manufactur would be able to take it in. It would seem that the intend is that that piece of barrel will have only one way to go and that is the road of destruction. In realistic terms...what else are you going to do with that piece of barrel?

I may be wrong in my statements and view.

Counter question...can you purchase and license a 'blank' barrel that is say .30 caliber but not chambered as yet or will a gunsmith / manufacturer have to obtain it for you and build the firearm before you can license it?

Imagine the confusion at CFR if I wanted to license that piece of .30 cal. barrel.
