Pretty sure what you saw was a Taser. Most LE officers in Florida now carry them on the belt in addition to the sidearm and they do make a full sized model in bright yellow to counter the claims by some bunny-huggers that the officer might get 'confused' and draw a gun instead of the Taser.

Ikor at first I did think it was a Taser but changed my mind when I saw it in a pancake holster with the distinct shape of a handgun.

AFAIK we can only get Gun Coat and Cera Coat here. I do not know what exactly Dura C is.
