Default IPSC rule on a dropped firearm.

I would like to know what is the procedure on the range when a unloaded firearm gets dropper in a stage.

In IDPA, the SO will pick it up, make safe and give back to shooter. Shooter then goes home. DQ.

No as it would be considered a safety infringment I assume.

In IDPA - do you do stages where the gun is placed in a drawer or on the table or something like that?

    Nope.

Dropping a gun, loaded or otherwise (they are always loaded remember) is a serious safety violation. The shooter is also likely to be freaked out so it's probably better for him that he goes home early.
