Are there any dealers out there that have stock of 165g .40 gold dots,
and what is a reasonable price for these?

I bought some (165gr .40) about five months ago at VLT in Pretoria, I paid just under R300 per box (20 in a box). I was there three weeks ago and wanted to buy some more but they no longer had any and couldn't tell me if or when they will receive stock.

Also have not seen Speer ammo in a long time. I last bought Speer GoldDot in .45 in January 2005!!

And yet if you check reloaded 9mm ammo, you'll find a large amount of Speer cases. That begs the question of how many times they've been reloaded in seven years.
