Depends on the DFO.
I know guys who have applied outside of their "area".
Other DFO's will refer you to your local station as it's less work for them.

Yes it does. Thankfully they're possibly the best station around and their DFO is an avid gun collector and very pro-gun, great guy (no names will be mentioned)!
