Notice for Stakeholder Participation

Replacement of all Unit Standards in the new QCTO Process

Attention all Stakeholders and Special Interest Groups.

As most of you will already know, all Unit Standards and Qualifications across all Fields, Industries and SETA’s are being expired in 2016, without exception. All existing Qualifications, Part Qualifications, Skills Programmes and Unit Standards therefore need to be re-worked in accordance with the new QCTO requirements.

This notice serves to confirm that the PFTC has been given the mandate by the QCTO to begin the re-working of the Firearm Qualification 50480 and its associated Units Standards.

This process could potentially have a massive impact on the Firearms Industry and other industries making use of Firearm Unit Standards and it is for this reason that we would like to invite all Stakeholders, Interested Parties and Special Interest Groups to attend a presentation and workshop to decide on a way forward for this process.

The PFTC requests Stakeholder participation and input from affected, interested parties to make decisions on the following:
The extent of change required for the new Qualification
Recognition of all prior training and Certificates in relation to the new Qualification
Recognition of Prior Learning (RPL) for Learners, Instructors, Assessors etc.
The criteria for the registration of Assessors against the new Qualification
The criteria for the registration of Moderators against the new Qualification
The criteria for the registration of Instructors against the new Qualification
The criteria for the appointment of Verifiers against the new Qualification

It is the intention of the PFTC to implement all necessary Quality Assurance functions in respect of the new Qualification. Having said this however, it is our firm belief that this new process should not affect holders of Competency Certificates and Firearm Licences or other members of the public who have been through previous training and are in possession of “old Certificates”. We need to ensure that all previous Certificates are recognised and that no re-training is forced on persons who are already competent. Representative Bodies may apply for written confirmation from the PFTC in respect of the aforementioned intention contained in this paragraph regarding their respective members or particular circumstances (the criteria for this process will be explained at the meeting).

The first Consultative Meeting regarding the re-working of the Firearm Qualification 50480 and its associated and cross-cutting unit standards will take place on Thursday 17th April 2014 at 09h30-12h30 at the offices of the PFTC.
