Taking a chance: (I'm no medic!)
1. Signs of life?
2. Artery intact? (The tourniquet is a bad sign.)
3. Leg broken?
If all of the above applies it means that he can be moved more easily to a safer, cleaner and more hospitable environment.
4. Get the rags off
5. Put the different pieces of skin, meat etc together as good as possible
6. Dress with pressure pads

Safety first. Is the scene safe ? Are you safe ? Gloves is quite important here I have no tactical training but 14 years in E.M.S. So I won't bore you with all the details, algorithms etc that 'must' be followed when working under a protocol. Camo762 summed it up in a nutshell. If it's Safe to help someone, determine if you need extra help in the form of backup, SAPS, E.M.S etc. A,B,C,D. Airway, Breathing (O2 therapy, treatment of other life threatening injuries to the upper,lower airways) C for circulation (stop bleeding, start or assist circulation) D for defibrillator (A.E.D for basic trained First Responders) and D for Drips ( Intravenous fluids and drugs ) but the most important things are: Safety, backup (extra help) A,B and C.

@Luke. Is it a gunshot,fracture,scrapnel etc that caused the wound in the scenario ?
