I was going to post a very long response...
What is with the novels? Keep it to the point,my last app was for a semi and it was approved within 2months.(I'm not even in GP!)
My apps are based on various components as posted on this forum,and with ALL the supporting stuff included still comes in under 20pages in total,and I could make it more concise if I actually applied my mind!
Think, FrankH it was,said his actual app is like 1 page + supporting docs.

I can understand the CFR side of things, although I don't like it. The aspiring gun owner is supposed to tell them why he or she should be approved. Now we take a short route, buy an often copied collection of papers thrown together by some unknown person. That is not really fair play, is it?
Paying someone to do your personal motivation is like paying a lawyer to present your case in court. Paying for a stack of copies is like reading from court verdicts to a judge.
I take pride in writing my own. SD apps a total of three to five pages with 20 pages of proof. Sport and hunting apps one to three pages with five to eight pages of proof.

Had to go over this thread twice.
From a S13 point of view
Lets take a step back.
We have X amount of applicants in a area with the same crime stats
The same applicants will have the same articles (to a certain extent) in their S13 app.
Many of the steps will be the same.
Personal details and case numbers will differ, what else really? How many different ways can you say "I need it to protect myself from nasty people with ill intentions and their bad habit of popping in for tea at 2AM"?
Next step back - CFR rejecting copies
We are talking about the group of people that issue S13 SLR's (was a thread on GunSite some time ago were it happened) and generally have the knack for accomplishing weird and wonderful problems.
I personally don't see them sitting there and matching applications and throwing the "copies" out. They just don't have the man power, nor a system that functions properly.
Although, that might explain the turnaround times some people experience.
Maybe I'm missing the point - but it does not make sense to me.

We had similar troubles registering our congregations with DHA. It boils down to just one person who picks up that someone is selling copies, reports it to the wrong superior and wham you are stuck. Remember that we live under a socialist government where people (and especially the state) tend to be suspicious of others. One of the ANC's pre-94 demands to the NP was the elimination of guns in private hands.

Clue number 1 = Hearsay which is generally unsubstantiated "facts".
Clue number 2 = New movement of the police. I do not think that one incidence of hearsay can be remotely regarded as a new movement.
While the incidence may well be true, it may also be the opinion of one policeman and until we get more information I for one will not be concerned as all my app's are treated with great care and all personally handwritten from scratch.
I also some time ago stopped sending other forum members examples of my apps as I believed that people were being lazy and cutting and pasting or worse still merely changing personal details rather than doing the hard yards. I think that doing your own apps is therapeutic and focusses the mind on the real purpose of the firearm.
I have also noticed from friends that have used external sources for their motivations that the formats are almost all identical, someone has been copying someone. Before I get caned none of these were from legal professionals.One too many wasted sunsets and one too many for the road .........

Any motivation more than one quarter of a page is a novel and bore the reader. Attach proof of facts and supporting documents.
Either give one fact than spin long stories.
Never had a refusal yet but... the dealer's license awaiting renewal and until such time your card will not be issued.

If you are going to pay for assistance in completing and submitting your app, do so with a reputable organisations. R&J, Martin Hood, those guys for example. They certainly aren't going to run the risk of putting their reputation at stake.
