Four-legged snake, a.k.a. Monitor Lizard or Leguan. Relatively harmless compared to the 2-legged snakes occasionally encountered by cyclists in the Cape.

I have seen that exact movement when a monitor runs on top of the grass rather than under/through it, especially when startled . Tail seems to be used as a stabiliser.
