Not quite AFAIK.
The kit requirements are modular in their design, in that the three are separate but need to integrate. The L3 kit is basecamp support-kit which gets left at the base, so a trunk will do.
L1 kit is your fighting kit which is carried pretty much always, and then the L2 kit is your extra gear for a two-day deployment or so - this needs to be carried over your L1 kit in such a way that you can still access your L1 stuff (mags etc.) but can drop the L2 kit if needs be to continue with L1 kit.
So no, there is no one package and you will see quite a few different set-ups being used by the guys. TacQM has a very good chest-rig that is suitable for different types and calibres of firearms and which is designed so that you can attach a water-bladder to it too (AFAIK they were in the process of developing their own bladder-carrier too... check on the website).
Some guys run a pattern '83 chest-rig with a separate bladder (my set-up) and still others run tac-vests... the Camelback Delta 5 is good.
L2 kit gets thrown in a backpack and worn over that - normal hiking type backpacks seem to be the favourite.
