my dfo say its better doing competency first and then licence.
My dfo advised me to submit my the apps separately. According to her its a few weeks quicker then submitting both. She does not have an issue taking both but strongly advice to do it separatly. I have to apply for competency and only after its approved then only can i apply for the lic. I read some threads similar to mine but most of the response was from people who did both same time i want to hear from the guys an gals who did them separately. Was it longer, quicker or more or less the same turn around time then doing both.

I was also asked to bring two witnesses to interveiw when i hand in my apps the third one will be phoned

For my MSR I handed comp and app in at the same time.
Licence refused... reason... App got to Brig before my comp was approved so he declined my app.
Had to wait for comp to be approved before i could resubmitt App

If you really need to submit separately (aka as per DFO), then submit Comp app, wait 2 weeks & submit Licence ap.
Submitting together as per other threads saves only on the time/frequency the DFO submits/collects apps (so if your in Gauteng) it would probably make a 2 weeks difference.
I submitted my additional comps before(separate) as I didn't have cash for FA yet.
My experience with turn around times are more luck of the draw, submitted one app in beginning July - got approved in 2nd week Dec. Submitted a 2nd app end of Oct got approved 3 week December. I got the 2nd app Lic card in hand a week before the 1st licence arrived at the DFO.

My DFO advised me of the same thing, 5 firearm apps approved since then, everything went smooth, I believe in doing it separate!
