My argument for the validity of her actions would come from "reasonable suspicion that they were going to do it again".

Cape Town - A woman bottle store owner chased after a seven-man gang that robbed her shop, resulting in one man's arrest in Orkney at the weekend, North West police said.
The 31-year-old man was part of a group of seven that apparently entered the store on Saturday afternoon and threatened the owner and two customers with a firearm, said police spokesperson Kelebogile Moleko.
She said the group tied up the three women with a cable and took liquor and cash. They left the scene in a maroon Ford Tracer with no vehicle registration plates.
“The victim [owner] managed to escape, drove after the suspects and fired three shots with her firearm in their direction,” Moleko said.

The driver lost control of the car and hit a wall. The rest of the group ran away. The man was expected to appear in the Orkney Magistrate’s Court on Monday.

Legally, she could be in a whole lot of trouble. There are laws protecting criminals from people like her...
