My DFO confirmed last week it must first go to provincial. Apparently it changed recently and also takes longer that previously.

Jip, mine also didn't want me to courier it. However turnaround time was still acceptable.

The fact that mine went to Provincial made it possible to sort out the problems at CFR when CFR misplaced my Sect 21.

Can anyone else confirm this? I'm a bit sceptical to DFO's opinions as I'm convinced that most of them don't have a clue.
