That's an issue we are making work of. I am advised that the courts will not easily assign personal liability to something which occurs in an official capacity, so a case for grossly irresponsible mismanagement will have to be established. This costs time and money, but promises to deliver an electrifying jolt.

Agreed! The only thing that will in the end get these guys to do their jobs and stop dragging their feet is if he or she knows that if they mess up I will be held responsible, and therefore accountable. I believe this is the only way to get the system functioning in the way it should.
