Two U.S companies at present, Hornady (Critical Defense) and Cor-Bon (Powerball). None of which are available here at present.
Both are light weight bullets, the Hornady 9x19 being 115gr and the Cor-Bon 9x19 weighs in at 100gr.
From what I have read the Cor-Bon expands very well but struggles to meet the FBI 12" penetration std - fail!

A page from Dennis Martin's site that gives a brief rundown on this type of pistol ammo in SA as well as the THV bulets here...

The GECO 'ACTIOB SAFETY' (BAT) is still made but RUAG of Switzerland now owns GECO and does not seem to be interested in sales to civilians at this time. Maybe that will change. They also will apparently tweak the composition of the Actiob Safety bullet to suit the delicate sensibilities of the Euro 'kinder and gentler' school of shooting bad guys so that it does not expand at all if the customer wishes. (and obviously if the order is lucrative enough)

The BAT as many still call it, is a decent but not really spectacular performer and I have shot a fair amount of it (several hundred rounds) over the years. It feeds very well and usually functions standard service pistols well too. The light bullet at around 1400fps works pretty well at very close SD ranges but not so much as distance increases. Since it is solid copper, it penetrates better than a conventional lead core JHP bullet of similar weight would but it is still light at 85gr. I have also seen several where the nose cap failed to come off of the bullet, making it in effect just another FMJ round. It was, and still is, very expensive when and if you can find it.Run Fast, Bite Hard!

I know they are not but it seems like Luke is looking for something that expands but feeds like FMJ. Although, looking at the bullet from the other side it might not be suiteable as it's got a flat point...almost like a JHP! :P
