Why do they not work, or are they not so popular, on handguns?
Because none of the "non-optic" "new technology in open sights" offer any real, tangible advantage over standard/traditional open sights. Modern open sights on pistols (i.e high quality fibre or tritium front + a suitable rear) probably offers the best combo of speed and accuracy for handguns, for the general guy, of any non-optic sighting arrangement. My impression is that, given that you put enough work into them, mini RDS gives the next step up.

As for the Snake Eyes, I'd wager the general shooter would get the same results with them, as that he'd get on a pistol with no rear sights... they're not meant to be precision sights for distance shooting, and for fast shooting on body-sized targets you really just need to front sight in the vicinity...
