If you can't or won't or don't want to disassemble your knife there are two other options: either move it in warm soapy water until the action is smooth, then dry and oil it; or loosen the screws slightly (1/4 to 3/4 turn) and repeat the process.
On the polishing question: the scratch shows so clearly because it runs across the sanding grains. Get some 600 grit paper and a piece of wine cork (medium stiff rubber works well). Drape the paper over the cork and run it in the direction of the old sanding grains. Don't use your finger because it will make a hollow spot which will show. And use plenty of water.
