    Restrictions on possession of ammunition
    91. (1) The holder of a licence to possess a firearm referred to in Chapter 6 may not
    possess more than 200 cartridges for each firearm in respect of which he or she holds a
    licence.
    (2) The limitation in subsection (1) does not apply to—
    (a) a dedicated hunter or dedicated sports person who holds a licence issued in
    terms of this Act or any other holder of a licence issued in terms of this Act
    authorised by the Registrar to possess more than 200 cartridges for a firearm
    in respect of which he or she holds a licence on good cause shown; or
    (b) the holder of a licence to possess a firearm issued in terms of this Act in respect
    of ammunition bought and discharged at an accredited shooting range.

    I do not have a law qualification, but nowhere in the above text does it specify you must have a S16 license before the clause of 91(1) falls away.
    It does however state that the whole clause which restricts you to 200 rounds does not apply to a dedicated hunter or dedicated sports person who hold a license. (again, it does not state that the license MUST be S16.)

    Thanks will. This question actually pre-empted my application for dedicated status with NHSA. But I should have it by then.

    There is absolutely nothing to interpret. The act is clear, and as quoted above by Mic, the limit does not apply to a dedicated hunter or dedicated sports person who holds a licence issued in terms of the Act. A licence, not a specific licence. A sports PERSON and a dedicated HUNTER. No reference to specific firearms or licences, but reference to a person with a specific status.
