Islamic extremists have been trying to get a foothold in East Africa for years.
When I lived in Tanzania there was a push to expand there, they've tried in Kenya too.
I don't blame any government, however inept, for trying to keep them out. They consider Africa easy pickings due to the almost continental lack of education, especially sub-saharan Africa.

SA intel now aware of something that has more than likely been around for years.
The rise in kidnappings (granted, there are some by opportunists)
gives food for thought.

Given their less than stellar performance detecting and counteracting the organized riots and looting last year how well could our security clusterfuck be expected to perform against organized, well funded and committed insurgents? Asking for a perpetually optimistic friend.
