Legal Requirements? I'm not sure what you mean - You cannot have a criminal record if that is what you are getting at.
You can't have Aids or TB either BTW........I know - it sounds discriminatory but it isn't really.

To immigrate here is easy - there are a couple of ways - here have a look at this.

It's lot easier to get into Canada legally than the US. Certain skills are in demand and red tape is cut to a minimum for a work permit. Permanent residence is also a lot easier to obtain. Check out http://www.sacanada.org/ . But is is cold there, it comes with a price!
