Not quite. It neutralizes acids. The salts are not corrosive, but hygroscopic. The salts are supposed to be cleaned out. As the salts are water soluble, pouring hot water down the barrel is very effective in removing it. Adding Ballistol to the water does not hurt, but it also does not make it more effective. Hence my comment about a waste of Ballistol.
Having looked on the Ballistol web site, I could not find any instructions about using a Ballistol/water emulsion for barrel cleaning. I do know that another product, Young's 303, you are supposed to make a emulsion.

I suppose the idea of using Ballistol with water is to make the water slightly more alkaline, but also to prevent flash rust in the barrel? I know the idea of hot water is that it will evaporate faster, but any extra insurance can't be bad.
I see the main components of Ballistol is mineral oil and alkaline salts
