It can do everything Cooper wanted a scout rifle cartridge to do. In one of his initial writings on the scout rifle, Jeff Cooper sited two rifles as his inspiration for the scout project, the .30-30 Winchester mod '94 and the 6.5x54 Mannlicher Schoenauer full stock carbine. Both of the rifles, in these chambering's, came close to what Cooper wanted in a scout rifle.
The 6.5x54 and the 6.5 Creedmoor deliver very similar ballistics.
